Take the MSF course ( "gearing up" courses in Canada). Most of the students I teach do not lead to a manual gearbox. This is something quite different on the bike anyway. Until the occasional student who does not know how to get a bike! And, as with other students, some go and others not.
I would say that cyclists are dangerous if they do not come to a course: after all, which means that they are trying to learn on the road.
Some of our students an accident, perhaps 1 or 2 in 50, but usually only his pride hurt and turn a handful of brake. In about 1000 students a year, maybe 1 or 2 actually need an ambulance, but most of the year they do not.
